MCoC Notice of Funding Opportunity - FY2025
UNTIL FURTHER NOTICE: The FY25 CoC Program Competition is on hiatus and the MCoC is not currently accepting applications. This decision was made in response to the notification released by HUD on Monday, December 18, 2025. On this date, HUD removed the FY25 NOFO from the grants.gov website and subsequently posted the following message on its FY25 NOFO competition webpage, linked here and copied below:
FY 25 COC NOFO Update
"The Department has withdrawn a Notice of Funding Opportunity (NOFO) with respect to the Continuum of Care (CoC) grant program. This withdrawal will allow the Department to make appropriate revisions to the NOFO, and the Department intends to do so. In the previous FY 24-25 NOFO, the Department reserved the right to make changes to the NOFO instead of processing renewals for a variety of reasons, including to accommodate a new CoC or Youth Homelessness Demonstration Program (YHDP) priority or new funding source. The Department still intends to exercise this discretion and make changes to the previously issued CoC NOFO to account for new priorities. HUD anticipates reissuing a modified NOFO well in advance of the deadline for obligation of available Fiscal Year 2025 funds."

FY25 Funding Overview
The U.S. Department of Housing and Urban Development has released the FY2025 Continuum of Care Competition Application. The MCoC will regularly update this webpage; check back regularly to keep up with the most up-to-date information and resources throughout the competition.

This video provides technical support for navigating the e-snaps website. It provides step-by-step guidance for New Applicants on every step of the application process: (1) creating an organization Applicant Profile, (2) registering and creating a new application, (3) navigating the project application, and (4) general application tips. Dec. 31, 2025: HUD DEADLINE - Notice of Acceptance / Denial Due to Applicants
Jan. 5, 2026: MCoC will send Draft CoC Application to General Assembly for Review
Jan. 7, 2026: Comments / Approval Vote of CoC Application Due Back by 12pm.
Jan. 8, 2026: MCoC will post FINAL CoC Application and Priority Listing
Jan. 9, 2025 MCoC target deadline for submission of CoC NOFO Application to HUD

SUBMITTING AN APPLICATION:
Please read the Scoring and Ranking Instruction Guide for information about Scoring, Ranking, and Application Submission Instructions.
The Manchester Continuum of Care has set its deadline to receive individual project applications as Sunday, December 14, 2025 at 11:59P.M. EST
To submit a project to the MCoC you must email Erica Diamond (ediamond@fitnh.org) and Matthew McCall (mmccall@thehome.org) the following files for EACH project your agency is applying for by the deadline:
New, Renewal, or Transition Application
Supplemental Questions Form - This form addresses the new threshold requirements introduced by HUD for the FY25 NOFO Competition. You MUST complete this form for each project.
Required Document Attachments - Additional Documents are required to meet threshold requirements and score maximum points. These documents are described in the NOFO, the Scoring Tools, and Application.
Only agencies who submitted a letter of intent by the deadline are eligible to apply for funding. Applicants must include all requested documents, and submit the files in PDF format. The email timestamp must indicate submission prior to the Dec. 14, 2025 11:59PM deadline. Please use the appropriate file naming conventions outlined in the Scoring and Ranking Instructions Document.
