Leadership Committee

Officers (Voting)

Officers are voting leaders within the MCoC who oversee day-to-day functions and respond to organizational and operational questions related to the Continuum. They carry key responsibilities for the basic operations of the MCoC, set goals, and develop strategies for committee alignment and decision-making within the Leadership Committee. Officers work in tandem with Committee Chairs to support planning, coordination, and strategic development. They strengthen internal collaboration across the MCoC and represent the Continuum to the broader community.

Members At Large (Voting)

Members-at-Large are voting members of the committee who represent the broader interests and perspectives of the Continuum of Care. They participate fully in deliberations, may introduce motions, and cast votes on committee actions. Members-at-Large support committee operations by contributing subject-matter expertise, system insight, and community perspectives as part of the decision-making body.

The Leadership Committee serves as the executive body of the Manchester Continuum of Care, providing direction and coordination between General Assembly sessions. The committee is composed of a Chair, Vice Chair, Clerk, and 4–10 Members at Large, all elected by the General Assembly to serve two-year terms.

The Leadership Committee acts on behalf of the General Assembly when it is not in session, oversees administrative and operational duties, manages approved projects, and supports the Chair in systemwide strategic planning.

Elections follow a staggered cycle to ensure continuity of leadership:

  • Odd years: Starting in 2023, Vice Chair, Clerk, and At-Large Members 1–5

  • Even years: Starting in 2024, Chair and At-Large Members 6–10

Non-Voting Members

Non-Voting Members are individuals who regularly participate in the work of the committee but do not hold voting authority. They contribute expertise, provide updates relevant to their roles or agencies, engage in discussion, and support coordination and implementation activities. Non-Voting Members may offer recommendations and assist with operational follow-through but do not make motions or cast votes on committee decisions.

Ex Oficio Members (Non-Voting)

Ex Oficio Members sit on the Leadership Committee by virtue of holding a designated role in an MCoC committee. Ex Officio Members participate in discussion, share updates, support system coordination, and provide committee perspectives but do not cast votes.

Committees and WorkGroups

In addition to General Assembly Meetings and Leadership Committee Meetings, the MCoC operates four committees and several workgroups, each with its own meeting schedule, leadership structure, and scope of work. Meetings are closed to the general public unless a request to attend is made in advance.

Each committee may act on matters within its designated scope — such as event planning, data collection, initial drafting of program recommendations, and system - level work related to its focus area — without prior approval from the Leadership Committee or General Assembly. Workgroups function under their respective committees to complete specialized tasks or support targeted areas of system coordination. Committees bring forward recommendations for broader review when required by charter or when systemwide decisions are needed.

Coordinated Entry (CE) Committee

Focused on troubleshooting and problem - solving whenever there are challenges in the Coordinated Entry System in Manchester and ensuring quality data in the Manchester CoC Coordinated Entry Program in Homeless Management Information System (HMIS).

Workgroup:

  • Coordinated Entry Case Conferencing - Second Thursday of the Month, 10AM - 11AM

    • Case conferencing is a coordinated entry practice where service providers meet regularly to review active cases, identify housing opportunities, and collaboratively problem-solve barriers for individuals and families experiencing homelessness. These meetings help ensure that resources are matched transparently and equitably, improve communication across agencies, and support consistent progress toward housing placements.

Veterans Committee

A collaboration between the MCoC, the Greater Nashua Continuum of Care, and the Balance of State Continuum of Care to focus on the unique needs of veterans who experience homelessness. The subcommittee has worked to establish a strategic statewide strategy to prevent and end among veterans who are experiencing homelessness.

Workgroups:

  • Veterans Case Conferencing - Every Two Weeks on Monday, 1PM - 2PM

    • The Veterans Case Conferencing Meeting brings together service providers, housing partners, and veteran-focused agencies to review active cases and coordinate housing pathways for veterans experiencing or at risk of homelessness. Participants collaborate to identify barriers, align available resources, streamline referrals, and ensure timely progress toward permanent housing. This meeting supports consistent communication across the veteran service network and helps maintain an accurate, up-to-date understanding of veteran needs and system capacity.

Homeless Outreach Committee

The Homeless Outreach Committee brings together outreach providers and system partners to coordinate field-based engagement, share real-time updates, and address emerging needs among individuals experiencing unsheltered homelessness. The committee focuses on improving communication between teams, aligning outreach strategies, identifying resource gaps, and ensuring consistent connection to services, shelter, and housing pathways across Manchester.

Workgroups:

  • Community Care Team (CCT) - First Wednesday of the month, 9:00AM - 10AM

    • Focused on presenting and discussing the most complex cases of individuals and families experiencing homelessness in Manchester in order to develop collaborative plans to provide the most effective services. These individuals and families are high utilizers of services throughout the community and also those that may be the most difficult to engage in services.

Data and Program Evaluation Committee

The Data and Evaluation Committee oversees systemwide data integrity, performance monitoring, and outcome analysis across the Manchester Continuum of Care. The committee reviews HMIS data quality, supports providers in improving reporting accuracy, and analyzes trends to inform decision-making, funding priorities, and system planning. Its work ensures that programs have reliable data to guide interventions, measure effectiveness, and demonstrate progress toward reducing homelessness in Manchester.
